Driving under the influence of drugs (DUID) is the operation of a motor vehicle while under the influence of or impaired by any type of drug, legal or illegal. This includes marijuana, prescription drugs, and some over-the-counter medications.

While research estimating the crash risk of driving under the influence of drugs is ongoing, many experimental studies have shown that drugs impair attention, alertness, reaction time, lane tracking, coordination, and perception of time and distance.  Even small amounts of some drugs can have a serious effect on driving ability.

FOLLOW THE RESEARCH

Overview of NHTSA’s Current Drugged Driving Research. This report summarizes data sources for research on drug-impaired driving, such as the National Survey on Drug Use and Health (Substance Abuse and Mental Health Services Administration), Monitoring the Future (University of Michigan-NIDA), and the National Roadside Survey (National Highway Traffic Safety Administration), among others.

Trends in Prescription Opioids Detected in Fatally Injured Drivers in 6 US States: 1995-2015.  The prevalence of prescription opioids detected in fatally injured drivers has increased in the past two decades. The need to assess the effect of increased prescription opioid use on traffic safety is urgent.

Drug-Impaired Driving: Marijuana and Opioids Raise Critical Issues for States. This report from the Governors Highway Safety Association provides key facts about drug-impaired driving to help readers understand the impact of marijuana and opioids on driving safety.

California Marijuana Laws- DUI Drugs

DUI DRUGS

While research estimating the crash risk of driving under the influence of drugs is ongoing, many experimental studies have shown that drugs impair attention, alertness, reaction time, lane tracking, coordination, and perception of time and distance.  Even small amounts of some drugs can have a serious effect on driving ability.

CALIFORNIA MARIJUANA LAWS

In 2016, California voters approved Proposition 64, the Medicinal and Adult-Use Cannabis Regulation and Safety Act. This law allows adults 21 and over to purchase, possess, and consume up to 28.5 grams of marijuana in their private residence or in an establishment licensed for marijuana consumption.

To buy medicinal cannabis, you must be 18 or older and have either a current physician’s recommendation, a valid county-issued medical marijuana identification card, or be a Primary Caregiver as defined in Health and Safety Code Section 11362.7(d).

In California, the same statute that makes alcohol-impaired driving illegal also covers drug-impaired driving. This law makes it unlawful to drive while:

  • under the influence of any drug, or
  • under the combined influence of alcohol and drugs

Driving under the influence of alcohol or drugs has the same legal and financial consequences:

  • Up to $15,000 in fines, penalties, and fees for a first conviction
  • License suspension
  • Criminal record
  • Jail time if there are injuries

TAAP- Teens and Alcohol

TEENS AND ALCOHOL​

Alcohol continues to be the drug of choice for teens across the nation. Additionally, vehicle collisions continue to be the number one cause of death for teens. Alcohol and driving are dangerous individually; putting them together is a recipe for disaster. TREDS is dedicated to educating the public and providing knowledge, tools, and resources to prevent underage drinking and driving. Funded by a grant from the California Office of Traffic Safety, TREDS partners with the San Diego Police Department to offer a variety of programs, workshops, and resources for you and your teen.

TAAP

The Teen Alcohol Awareness Program (TAAP), a program of the San Diego Police Department (SDPD), is designed to address concerns that arise when new drivers are ready to hit the road. This program answers important questions such as:

  • What are some of the dangers faced by novice drivers?
  • Who is responsible in the event of a collision or violation of the law?
  • How can alcohol and drugs make an already dangerous task even more risky?

The teens and parents will spend time in a classroom environment lead by SDPD Officers. The parent session will then continue as the teens are transported in a police vehicle to a DUI checkpoint. They will have the opportunity to observe the checkpoint operation and witness the process of screening for impairment firsthand, including the arrest of drivers that officers believe to be impaired. The class is available on a first-come, first-served basis. All classes start at 9:00 pm.

Conversations with Teens about Sober Driving

This program will provide parents with information, tools, and resources to prevent underage drinking and driving.

Topics addressed in the program:

  • The importance of meaningful and intentional conversations about alcohol, especially consuming alcohol and operating a motor vehicle
  • The process of setting clear, consistent, and collaborative expectations and consequences that reflect the family’s values about alcohol use
  • How to support teens based on generational norms, brain development, and sociocultural values
  • Social Host Ordinances and how parents and guardians can protect themselves from the consequences of these laws

Understanding Social Host Ordinances

This presentation will provide attendees with information, tools, and resources to prevent Social Host Ordinance violations. It can be tailored to the needs of the organization to run for 30-60 minutes.

Download this sample contract to use as a foundation for developing your own contract with your teen. Contracting has been shown to be an effective tool that can enhance the parent-teen relationship and decrease risky behaviors when both parties engage in the contract development process and mutually agree to the terms.

Meaningful Conversation Starters

This valuable resource can shift the dialogue with your teen from lecture and accusation to conversation. Asking open-ended questions that demonstrate active listening and empathy can open a dialogue and allow each party to better understand the other’s point of view.

Why We Care- Teens and Alcohol

WHY WE CARE

DUI collisions are 100% preventable. From 2014-2016, there were 4,769 DUI collisions in California involving youth ages 15-20, killing 243 and injuring 4,685; our goal is to reduce and eventually eliminate that number. We believe the best way to achieve this is through prevention and intervention strategies, but we can’t do it alone. With the help of parents, law enforcement, and community partners, we are working to end underage drinking and driving.

For many, it has been decades since receiving driver education, and unsafe habits can develop over time. Refresher education classes can reinforce the rules of the road and encourage safe driving behaviors.

Driver Evaluation- Aging Drivers

AGING drivers

For many, it has been decades since receiving driver education, and unsafe habits can develop over time. Refresher education classes can reinforce the rules of the road and encourage safe driving behaviors.

DRIVER EVALUATION

If you have concerns about a someone’s driving ability, it may be worthwhile to visit an occupational therapist (OT) who is trained in driving assessment and evaluation. A trained OT can help seniors determine how health impairments and other limitations may be affecting their driving, and then help develop and implement a plan for how they can reduce their risks and stay safely mobile. This affects not only aging drivers, but anyone with a disability that makes driving difficult.

The Mobility Evaluation Program (MEP) is a program of California’s vocational rehabilitation agency, the Department of Rehabilitation (DOR), serving all counties throughout the state. The DOR assists people with all kinds of disabilities, beginning at age 16, to obtain, retain, or regain employment. MEP provides comprehensive driver evaluation services for clients of the DOR who need to drive to participate in training, education, job search, or work. Distracted driving joins alcohol and speeding as a leading cause of injury and fatal collisions in the United States. It involves any activity that diverts a person’s attention away from the primary task of driving. Cell phone use is among the most dangerous because the behavior involves taking a driver’s hands off the wheel (manual distraction), eyes off the road (visual distraction), and mind off of driving (cognitive distraction).
