Human trafficking is a serious and pervasive crime that often occurs in plain sight, across transportation systems, within communities, and in everyday environments nationwide. Law enforcement officers are frequently the first point of contact and play a critical role in identifying and supporting potential victims.

Informed by input from law enforcement personnel and subject matter experts, there is a clear need for practical, field-ready tools that support victim-centered, trauma-informed identification. A validated screening tool can help officers recognize indicators of trafficking and respond effectively during routine interactions.

In 2024, the TREDS, in partnership with TAT (formerly Truckers Against Trafficking), was awarded funding from the Federal Motor Carrier Safety Administration to develop, validate, and disseminate the Human Trafficking Screening Tool (HTST). The HTST is delivered through a user-friendly mobile application designed for real-world use by law enforcement.

The HTST aims to enhance officers’ ability to identify potential trafficking situations and respond appropriately while serving the communities and transportation systems they protect.
